Steve contributed immeasurably to the success of GPPCA over the past ten years or so, especially in loaning meeting and special event space at the former Magnuson Marina Cove Hotel where he was the GM. Help us wish Steve the absolute best in his next chapter. He will be sorely missed but we still have his cell number!

The Bicycle and Pedestrian Advisory Committee (BPAC) was formed as a part of creating and implementing the 2003 CityTrails program. BPAC members have been actively involved in discussions that impact the City’s built environment and transportation system.

The BPAC members are made up of engaged citizens, business owners, and organizational partners that lead educational programs and events based on walking and bicycling, supporting many City goals and initiatives including Complete Streets.

Florida's 'Purple Alert' Plan Starts July 1, 2022

The Florida Chiefs and Sheriffs, Florida Department of Transportation, Department of Highway Safety and Motor Vehicles Florida Highway Patrol, Florida Department of Law Enforcement, and Florida legislators have worked in conjunction with concerned citizens and organizations to develop Florida's Purple Alert Plan.

The Florida Purple Alert is used to assist in the location of missing adults suffering from a mental or cognitive disability that is not Alzheimer’s disease or a dementia-related disorder; an intellectual disability or a developmental disability; a brain injury; other physical, mental or emotional disabilities that are not related to substance abuse; or a combination of any of these and whose disappearance poses a credible threat of immediate danger or seriously bodily harm. Purple Alerts engage the public in the search for the missing person and provide a standardized and coordinated community response.

GPPCA is once again proud to have been awarded funds from the St. Petersburg Police Department Forfeiture Grant Program, 2020. The funds have traditionally been used to host in-person youth summits. With COVID-19, the Association pivoted to sponsoring at-needs pantries maintained by schools within Greater Pinellas Point.

From the diverse mix of experienced local and national developers who responded, the City has created a shortlist of prospective partners who have been invited to submit further details and participate in a robust public engagement phase of application, with final selection of a partner to be made later this year.

The Tampa Bay Rowdies season tickets for the 2021 season, presented by Seminole Hard Rock Hotel & Casino Tampa, are on sale beginning Monday, March 15 at 9:00 a.m. Join the Rowdies family to watch your Eastern Conference Champions defend their title!

The team is anxious to return to the championship and take home another trophy. They need you, the fans, to bring energy and excitement back to Al Lang Stadium! While specific dates and times are not yet finalized, the Rowdies will be facing many old rivals as well as hungry, new opponents!

All 2021 season tickets are located in pods of two or four in order to maintain social distancing. The full, regular-season schedule will be announced by the USL in the coming weeks. Transportation Transformations for Tampa Bay

As major roadway infrastructure projects unfold in the Tampa Bay Area, motorists can expect detours, lane shifting and closures and increased travel times in more heavily traveled corridors through 2026. Stay informed about these two major projects via the links below.

But First, a Trivia Break: The original Howard Frankland Bridge (current day northbound span) was opened to traffic in April 1960, consisting of two northbound and two southbound lanes. Accidents were common on the bridge due primarily to the insufficient cement barrier separating northbound and southbound traffic. The design flaw was even noted in a 1960s ‘60 Minutes’ segment. In 1992, a new southbound span was opened to traffic; the older span was closed and rehabilitated, reopening in 1992.

The Tale of Two Plazas: Skyway and Coquina Key

Skyway Plaza: GPPCA, along with the collaborative neighborhood associations called Communities of Pinellas Point (COPP), have historically been highly engaged with then property owner Brixmor Property Group and the Florida Housing Coalition (FHC) [www.flhousing.org] as plans for redevelopment and repurposing of the plaza were set into motion. This engagement included two food truck rallies on the property, City Hall support, and executive on-site tours, all with the intent of attracting investor interest in the beleaguered yet prime real estate.

In July 2017, the City of St. Petersburg in cooperation with Brixmor, shared the cost of enlisting Urban Land Institute (ULI) to conduct an extensive study of the plaza and the area. ULI was tasked to present redevelopment and rebranding ideas for the essentially empty plaza and the Greater Pinellas Point area overall. At that time, the Sweetbay market had been closed some four years (February 2013), yet Brixmor continued to collect on the lease into 2020.

In late 2018, GPPCA became aware of the Florida Housing Coalition's opportunity to explore reimagining the Skyway Plaza. Their project was in direct alignment with the 2017 ULI recommendations for 'adaptive reuse' of vacated big box retail spaces. FHC presented a promising redevelopment concept specifically for the former Sweetbay Supermarket which included repurposing that area with incubator spaces for aspiring entrepreneurs, building a second story to affordably house those entrepreneurs and other income-qualified renters, plus extensive landscaping upgrades.

FHC's comprehensive concepts were shared at a February 12, 2019, public meeting with GPPCA and neighboring communities (see photo above) held at Lake Vista Center. At that meeting, citizens were given the opportunity to take an up close look at FHC's vision. Using multiple artists renderings, meeting attendees were given sticky-notes to write their impressions and post them to the renderings. FHC used those notes to compile feedback to be considered as the project moved forward.

The timeline to launch such a novel project was understood to be at least one year. Funding, however, was contingent upon FHC successfully meeting national ‘Innovation Challenge’ grant requirements as set by Fannie Mae (read more here: https://capmrkt.fanniemae.com/thechallenge/florida-housing-coalition.html ).

The one year timeline would unfortunately collide with the pandemic outbreak of COVID-19 in March 2020. FHC’s ‘adaptive reuse’ initiative is still alive (see their website) and COPP plans to stay in touch with them to understand where they stand with the Fannie Mae challenge grant project. GPPCA and COPP were briefed in October 2019, that the plaza would gain a public healthcare/office expansion facility sponsored by Advantage Village Academy. The facility was to occupy the former Sweetbay liquor store space and was not expected to conflict with the FHC reimagining project. The AVA project did not manifest. COPP learned in mid-May 2020 that Skyway Plaza had been sold to a local private investor and day-to-day management of the property had been assumed by Bruce Strumpf, Inc. What plans the new owners have for the property remain unknown; however, COPP and GPPCA remain committed to staying as informed as possible and sharing that information with the communities represented by the collaborative neighborhood associations.

Because the plaza is private property, insight about exactly what contractual decisions are in motion is limited to the negotiating private parties. Therefore, the associations, notwithstanding ongoing engagement, can only share information about the future of the plaza as it is factually revealed.

To that end, the association has learned that the Tax Collector/Department of Motor Vehicles (DMV) field office will close in the near future. COPP first learned in December 2019, that the DMV services would be assumed by what is today a new consolidated Pinellas Tax Collector and Property Appraiser service center at 2500 34th St N, Saint Petersburg. The most recent tenant and GPPCA business partner is ‘Toriano’s Best Daiquiris, Pizza and Much More‘ that opened in September, 2020, which also includes an event space.

Food Truck Festival, July 2019

Coquina Key Shopping Plaza: According to City Codes, the ACE Hardware contractors have not submitted requests for essential permits to move forward with the buildout. On-site observations indicate the buildout has come to a complete halt. There have been numerous complaints about unsightly abandoned building materials that became wind-blown, obstructing drive paths. The plaza has been the subject of multiple complaints from residents for lack of upkeep, noise pollution and reckless drivers in the parking lot.

GPPCA and the collaborative neighborhood associations called Communities of Pinellas Point (COPP) have had several meetings with police, concerned residents and shopkeepers to seek remediation of the multiple problems that have manifest over the past year or so, most notably the dangerous stunt driving (also called ‘toe tagging’) and racing in the parking lot that inevitably spills onto public roadways.

Saint Petersburg Police (SPD) has a 'no chase' policy, meaning a fleeing stunt driver will not be pursued at high speed for the sake of public safety. This policy is reasonable, yet offenders seem to be fully aware of it and continue to exploit it, unabated. The toe tagging trouble is further exacerbated by the juvenile justice system that often treats offenders with leniency, leading to a revolving door of repeat offenders who play the system until they are subject to being handled as an adult where the consequences become more severe. SPD has also attempted to proactively monitor social media platforms where planners publicize toe tagging events in an effort to deploy officers before the activity begins.

As it is with the Skyway Plaza, the Coquina Key Shopping Plaza is private property; therefore, insight about exactly what contractual decisions are in motion is limited to the negotiating private parties. The associations, notwithstanding ongoing engagement, can only share information about the future of the plaza as it is factually revealed. COPP is committed to keeping citizens informed and engaged in thoughtful, respectful and productive conversations, free of rumor, speculation and conjuncture.

After attempting for over a year to bring remedy to the multiple concerns involving the plaza property by engaging the owner, police and tenants, the COPP on December 4, 2020, had a virtual meeting with Mayor Kriseman, SPD Assistant Chief Mike Kovacsev along with District 1 Commander Major Frank Williams. Also attending were Chief of Staff Kevin King and Neighborhood Affairs Administrator Robert Gerdes.

COPP Association Presidents from Bahama Shores (Walter Borden) Bayou Highlands (Norm Scott), GPPCA (Barbara Ellis) and Lakewood Terrace (Ken Conklin) and concerned citizens from Coquina Key were able to present a host of questions about how the City could intervene with decisive and effective nuisance mitigation actions. Managing crowd gatherings and reckless driving on privately owned property presents a unique set of challenges which tends to limit the scope of the City's authority. The City does have authority to address businesses who violate COVID-19 mitigation ordinances, and will do so at the plaza as violations are observed. The City executive team intends to continue outreach efforts with the property owner to strike a more responsive and amicable alliance, including attempting to learn the owner’s future plans for the entire property.

As a result of the collective efforts of COPP, SPD and tenants, the plaza owner has made some physical changes to the lot like cement parking space bump stops and defining more restrictive ‘no parking’ zones. Still, there continued to be racing activity and parking lot gatherings with loud music blaring past midnight, typically on Fridays and Saturdays and more so on Sundays.

On a brighter note, over the past two weeks, Chief Kovacsec has assigned 12 police officers to patrol the property for observed illegal activity, Friday to Sunday. Chief Kovacsec himself has completed shift assignments at the plaza. The property owner has a blanket no trespassing policy daily, 3am to 7am. Chief Kovacsev reported that this recent police presence tactic has significantly reduced the number of calls for service due to noise and stunt driving. SPD plans to remain visible on the property and will evaluate the impact of their presence into the new year and adjust accordingly.

The City executives reiterated to attendees the legal challenges faced by Codes and law enforcement when the concerns occur on private property. They also acknowledged where they could have acted more demonstrably in the past. Going forward, each entity expressed commitment to exploring options that would gain the best outcomes for improved public safety and the business health of the plaza. COPP will remain engaged.

Coastal High Hazard Area (CHHA): Density vs. Flooding

What is the issue with the 2016 Coastal High Hazard Area (CHHA) revision? The debate is over revising City land use restrictions to compensate for the doubling in the size of the CHHA since 2010. With the 2016 re-evaluation and declaration of flood zones in Pinellas County, Saint Petersburg's CHHA now encompasses some 41% of the entire city.

This means areas that were not previously limited to developer requests to increase density (residency/businesses) are now at risk of being denied which has far-reaching implications for homeowners and businesses which impact the economic future of the city.

Charter School NorthStar Academies Prepares to Open Enrollment

In May 2019, the Pinellas County School Board approved a new charter school for South Saint Petersburg. That school is being built at 62nd Ave S and 22nd St S in Greater Pinellas Point.

NorthStar Academies operates in several Florida cities. It provides alternative education programs for students who struggle in traditional classroom environments. July 26 marks the 30th anniversary of the signing of the Americans with Disabilities Act (ADA) of 1990. The ADA is a comprehensive, wide-ranging civil rights law that protects people with disabilities from discrimination in employment, state and local government services, public accommodations, transportation and telecommunications.

The City of St Petersburg has long committed to the goals of the ADA. In 1972, before the ADA was signed, the City created the Committee for Assistance to the Physically Impaired, and in 1995 the City established the Committee to Advocate for Persons with Impairments (CAPI), which is still active today.

Equal access, participation and enjoyment for people of all abilities is vital for a thriving St. Pete. The City offers many programs and resources for people with disabilities, like accessible boat ramps at the Municipal Marina, wheelchair lifts at municipal pools, beach wheelchairs, adaptive golf carts at municipal golf courses and assistance with taking garbage cans to the curb.

Additionally, qualified applicants can earn loans or grants through the Housing Rehabilitation Assistance Program to make modifications to the home to make it accessible for persons with disabilities. More information can be found at stpete.org/housing.

INFORMATION ON UNEMPLOYMENT INSURANCE CLAIMS, FLORIDA

The State of Florida’s online unemployment insurance portal has faced crippling challenges due to unprecedented applicant filing. The trouble has been compounded by systematic problems that have reportedly been addressed by adding 72 additional servers and connecting a previously unconnected redundant system.

Florida faces a huge backlog after receiving 520,000 applications since March 15 alone. Governor DeSantis stated on Monday, 3.6.2020, that added human resources and system fixes will enable processing 80,000 applications per week. DeSantis announced Tuesday, March 7, the Department added 50 more unemployment center call takers and more are in the pipeline. DeSantis must direct whether claims will be paid retroactively, a policy that would be not only fair, but humane in this time of massive financial challenges, personal and businesses, created by the COVID-19 pandemic.

For those who do not have access to a printer to get a paper application (link is included below for your convenience), they are available at FedEx locations in Florida free of charge, to include free mailing to Tallahasse.

Also important to know is that the federal COVID-19 stimulus package, the CARES Act, includes extended unemployment benefits that include an additional $600 weekly payment above the State of Florida benefit for which the applicant is qualified. The max Florida weekly benefit is $275. The $600 additional payments are federally funded through July 31, 2020, unless extended.

Further, as never done before, the CARES Act extends unemployment aid to workers typically excluded:

‘Notably, the legislation provides income support to many workers who are typically shut out of their state UI systems, including self-employed workers, independent contractors, freelancers, part-time workers and those with insufficient work histories to qualify for state UI benefits.

Furloughed employees and anyone who can't report to work because the worksite has been ordered closed as a result of the COVID-19 outbreak will be covered under the expansion.’(SHRM.org, Apr 3, 2020)

Communities of Pinellas Point (COPP) News: Background, ACE Hardware, Skyway Plaza

INTRODUCTION: Formed in 2018, the legacy Communities of Pinellas Point (COPP) includes volunteer civic leaders from the boards of directors of Bahama Shores, Bayou Highlands, Greater Pinellas Point, and Lakewood Terrace neighborhood associations. Recently, leaders from Coquina Key Neighborhood Association have participated in COPP meetings as have civic-conscious residents in the unrepresented Cook Park area. This collaboration brings to a single table the strength of unity to address, research and take action on issues that impact the southernmost neighborhoods of Saint Petersburg. COPP meets monthly with regular representation from Saint Petersburg Police Department District 1 leaders, City Economic Development (a standing partner), Codes Compliance and City elected office holders. COPP has been twice awarded certificates of merit by Mayor Kriseman for its collaborative effectiveness.

Now, on with the news!

COQUINA KEY SHOPPING CENTER

In the March 10, 2020 COPP meeting, two CKSC business owners and a CVS Pharmacy representative were on hand to express their thoughts and concerns about the overall condition and future of the property. The conversation focused on public safety challenges arising from the incidents of 'toe tagging' in the massive parking lot, the noise and disturbance complaints lodged primarily against the Cabana Sands club, the customer parking challenges faced by other proximity businesses particularly when club patrons and Name Your Event party goers compete for favorable spaces, and the overarching uncertainty as to what was happening with the ACE Hardware construction. All of these variables impact customer confidence to patronize their businesses.

City Codes and Economic Development reps confirmed that required permitting for the ACE project have lapsed and/or not extended or renewed as legally required. Permits to continue work on an overall facade facelift have also not been submitted. The property is privately owned which does not give the City legal authority to demand the owner disclose negotiations with existing or potential tenants. Therefore, based on non-compliance with mandatory permitting requirements, the ACE Hardware franchise store construction will not proceed. Rumor and conjecture as to what may or has happened with the ACE/Property Owner relationship are beyond the scope of COPP. As for the future presence of CVS Pharmacy, their rep advised there is no indication at the local level of closing the store and deferred COPP to regional or corporate leaders who would be better able to address the inquiry.

Meeting attendees cited issues with specific ACE buildout fencing barriers and other abandonded construction debris that pose safety and aesthetic concerns. Codes Compliance committed to investigate and take appropriate mitigation measures.

With COPP ongoing advocacy, St. Petersburg Police Department has fully engaged Cabana Sands to address citizen concerns and partner with them on public safety and noise ordinance compliance. The use of off duty sworn officers on busier days and installing surveillance cameras have been discussed and are under consideration specifically for that space/area. SPPD also advised that the well-publized shooting incident attributed to Cabana Sands was a result of an outside beef. SPPD also recognized that events at the Name Your Event rental space, immediately next door to Cabana Sands, may lead to larger crowds gathering and loitering in the northeast parking area of the shopping center, many of whom are not attending or patronizing either venue.

Additionally, to address the issue of 'toe tagging,' dangerous vehicle joy riding and racing, the city has worked with the property owner to successfully recommend strategically arranging bump stops in the parking lot that, since their installation, have been very effective in discouraging dare devil/racing antics. Business owners were encouraged to form a business association to partner with the property owner/management with focus on win- win improvements. Lastly, to mitigate parking challenges, business owners were encouraged to consult with property management and the city to install 'parking only for' signs to make it easier for their customers to access their store.

SKYWAY PLAZA

The Florida Housing Coalition (FHC) has not given the City or COPP an update on the status of their repurposing proposal for Skyway Plaza. FHC first presented their proposal to Greater Pinellas Point residents at a Civic Association general meeting in February 2019. In that well-attended meeting, FHC leaders walked through their proposal to compete for Fannie Mae grant funding aimed at challenging housing development entities to most creatively convert vacated big box spaces into multi-functional spaces. Attendees also participated in an interactive exercise to give their opinions on FHC's proposed renderings, which included public exterior spaces, gardens, affordable living and working spaces for emerging entrepreneurs, and spaces for a variety of small businesses from produce to baked goods to craft beers.

The last update from FHC was in a September 2019 COPP meeting with no definitive answers on how their proposal had been received by Fannie Mae or their ongoing activities to move forward. COPP remains committed to staying in the loop with FHC as it was understood from the beginning that their proposal was on at least an 18 month timeline through the Fannie Mae grant challenge process. Meanwhile, in October 2019, COPP was surprised to learn that a healthcare facility for the underinsured under local Advantage Village Academy leadership was all set through grant funding and a signed lease with property owner Brixmor to occupy the former Walgreen's liquor store space. This facility has not materialized to date and COPP is attempting to understand what has come of the project. Currently, a 'liquor store coming soon' banner hangs above that space. Even if other businesses were to take residence at Skyway Plaza, the FHC proposal includes only the space formerly occupied by the Sweet Bay grocery store.

COPP intends to continue supporting and advocating for vibrant, best use, safe, and sustainable business development at Skyway Plaza and Coquina Key Shopping Center. The approach is centered on gaining the confidence of these commercial property owners to see that COPP is not an adversary, but sincerely motivated to share the collective voice of the communities, hopefully leading to attracting business interest in these properties and ultimately landing long term occupancy.

Pinellas County COVID-19 (coronavirus) Update

Pinellas County is participating in local coordinating meetings with the Florida Department of Health in Pinellas, which is the local lead agency on COVID-19 (part of the coronavirus family), to share information with county residents.

As of this morning (March 2, 2020), the Florida Department of Health has identified two presumptive cases of COVID-19 (coronavirus) in the state of Florida: one in Hillsborough County and one in Manatee. Both cases have been referred to the Centers for Disease Control and Prevention (CDC) for confirmatory testing and the individuals been placed in isolation care.

For any questions about COVID-19 (coronavirus), current situation updates and safety tips, people should visit the CDC website (www.CDC.gov) and DOH website (www.FloridaHealth.gov/covid-19) or call the local office of the state health department at 727-824-6900.

COVID-19 (coronavirus) is a respiratory virus that is transmitted like the flu and symptoms can include: fever, cough and shortness of breath.

The CDC recommends the following steps to keep you and your family safe: • Avoid close contact with people who are sick. • Avoid touching your eyes, nose, and mouth. • Stay home when you are sick. • Cover your cough or sneeze with a tissue, then throw the tissue in the trash. • Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe. • Refer to CDC website before traveling overseas to identify areas of outbreak concern. (link to CDC website) • If you are returning from any of these areas, residents are asked to self-isolate for 14 days. (refer to DOH website) • Follow CDC’s recommendations for using a facemask. o CDC does not recommend that people who are well wear a facemask to protect themselves from respiratory diseases, including COVID-19. o Facemasks should be used by people who show symptoms of COVID-19 to help prevent the spread of the disease to others. The use of facemasks is also crucial for health workers and people who are taking care of someone in close settings (at home or in a health care facility). • Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing. o If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty.

The City of Saint Petersburg Engineering and Capital Improvement Department is working with contractors McKim & Creed to replace aged potable water lines. Diana Smillova, City, and David Wehner, Sr. Project Manager, McKim & Creed, gave a preview of the work during the October GPPCA General Membership Meeting at Lave Vista Center.

Beginning in February 2020, water lines along 31st St S at 54th Ave S and south to Pinellas Point Drive will be replaced. This work is expected to last up to nine months (Nov 2020).

Traffic patterns along this stretch of roadway will be altered to allow for the work to proceed. As this is a heavily traveled area, with multiple business entry/exit points at the intersection, the GPPCA will keep residents informed of exactly what traffic disruptions to expect as the project start date draws nearer.

Greater Pinellas Point Lateral Line Rehabilitation Funding Available

A lateral line is the pipe that connects your home to the City’s sewer system. Lateral lines are private property and their maintenance is the responsibility of the property owner. The lateral lines in Greater Pinellas Point have been identified to be susceptible to inflow and infiltration by unwanted stormwater and groundwater, especially during heavy rain events. This additional water in the system increases the risk of sewer overflows and backups and puts a strain on the system as a whole.

To help mitigate the issue, the City of St. Petersburg is making investments in the infrastructure of Greater Pinellas Point. The City is working on a pilot study to determine the effectiveness of private lateral line rehabilitations.

The project will include the study and inspection of lateral lines and the City will provide funding to property owners for the rehabilitation of their private lateral lines. Property owners have the opportunity to take advantage of this temporary funding and contribute to the infrastructure improvements and environmental stewardship in St. Pete. This is a temporary offering and funding will not be available after the project is completed. Single-family homeowners in Greater Pinellas Point within the study area are invited to participate. Study area maps can be found in the attached flyer or at www.stpete.org/laterallines.

NEXT STEPS:

1. Sign up for a free assessment of your lateral lines at www.stpete.org/laterallines. Registration will be open through August 2019.

2. Have your lateral lines assessed by a City-approved plumber.

3. Take advantage of available funding from the City to help pay for the rehabilitation, based on assessment results. City funding may not cover all of the cost of the rehabilitation, so you may qualify for a low-interest loan from the Solar and Energy Loan Fund for the difference. As part of the Council of Neighborhood Associations (CONA) Leadership program, participants are exposed to a host of City Government offices, leaders, and official proceedings as they learn about our city and what makes is tick. GPPCA Board Member Stephen Waters is currently participating in this invaluable program and compiled these notes from a recent CONA session. These notes are an example of how GPPCA benefits from not only his involvement as a 'student' but how the Association broadens its civic outreach beyond the neighborhood.

COUNCIL OF NEIGHBORHOOD ASSOCIATIONS OF SOUTH PINELLAS COUNTY, INC February 20, 2019 Sunshine Center 7:00 p.m.

ST. PETE EARTH DAY: Lucinda Johnson, Executive Director provided details. Will take place at Williams Park on April 13, 2019, from 10:00 a.m. until 5:00 p.m. Space will be available for appropriate vendors. Boyd Hill will have presentations regarding local wild animals (possum, coyote, etc.). There will be art, food, vendors and a tree and plant giveaway. COMMITTEE UPDATES: There were brief committee updates. Leadership - completred 5th class with 39 students. Four new neighborhoods have joined CONA. Codes - Met with City Codes staff and updates and info available on the Web site (https://conaforums.org/) although nothing is yet posted. Multi-Modal Transportation - Tom Lally is Chairman and reported that the Committee has 10 members and had its first meeting preceding the CONA meeting to set goals.

COMPLETE STREETS: There was a PowerPoint update on the progress and status of Complete Streets from Evan Mory (Director, Transportation and Parking Management) and Cheryl Stacks (Manager, Transportation) with a summary from Alan DeLisle (City Development Administrator). Preliminary data shows that on MLK southbound traffic is slightly increased even though it was anticipated that the lane reduction would also reduce traffic. Southbound average speeds have been reduced to near the speed limit of 35 mpg, but northbound average speed remains unchanged at 41 mph. Biggest problem is St. Pete pedestrian deaths, which are the 9th worst in the country. Widening the bike lanes have reduced fatalities by slowing traffic even though there are more cars. Alan DeLisle pointed out that the goal is Aplacemaking@ to attract business by lifestyle and environment improvement. MLK crosswalks are still under construction but should be complete soon.

PRESIDENT’S UPDATE: CONA President set a goal of visiting all association meetings (2/month). There will be a CONA table at Earth Day. Shopapalooza will be November 30 through December 1, 2019, at Vinoy Park. For vendor applications see the Web site (http://www.shopapaloozafestival.com/). Chili cook off being put on by Grand Central District with several associations competing. The Doc Webb home is being proposed for historical designation to avoid destruction and development into four or five homes (See attached). Driftwood is also being proposed for historic designation.

New Identity Signs and Trees Enhance the Point

Have You Seen The Improvements!? New Greater Pinellas Point neighborhood identity signs (5 total) were installed in June 2018 at Roy Hanna and Pinellas Point Drives, Dr. MLK Jr St and 54th Ave S, and 4th St S at Hillside Drive. The new signs were the result of nearly two years of planning that included the design, City of Saint Petersburg matching grant application compliance, codes compliance and vendor research, selection and contracting.

The new logo, which features an intricate navigation compass on a vivid blue background, was inspired with the help of City staffers and GPPCA Director and project lead Danny E. White. The idea was to evoke the community's nautical environment while also paying homage to the area's abundant and signature pine trees (a pinecone is at the center of the design). GPPCA members voted on the final sign design and optimal visibility replacement locations. The matching grant funding reward was handily repaid by verified volunteer hours or 'sweat equity' that was primarily contributed by GPPCA Board of Directors and members.

The old identity signs were made of wood and severely rotted; therefore, the Association opted to go with high quality, decorative, coated metal fixtures to ensure years of longevity and aesthetic appeal. The locations of the new signs was driven by mandatory compliance with City codes for signage in existing medians and roadways. Five remaining wooden signs are not currently being considered for refurbishing or replacement and will likely be removed.

In January 2019, GPPCA Environmental Chair Beth Connor took the lead on getting professional landscaping installed at the highly visible Roy Hanna/Pinellas Point Drives median. The landscaping includes native ground cover, trees, and shrub varieties, all beautifully surrounded by islands of white crushed shells and new sod. The new identity signs and the lush landscaping make for a significant and befitting improvement in an area that serves as the primary perimeter gateway into Greater Pinellas Point.

In addition to the new identity signs, the community was identified to participate in the City's tree planting program that was made possible by funds allocated as a result of the 2010 BP oil spill. The most recent tree plantings in February 2019 can be seen along 62nd Ave S from 25th St to Dr. MLK Jr St. A variety of sustainable trees line both sides of the roadway. Not only do these trees add beauty to the community, they also provide environmental value by absorbing carbon dioxide and potentially harmful gasses, such as sulfur dioxide, and carbon monoxide from the air and release oxygen. One large tree can supply a day's supply of oxygen for four people! Trees were planted in medians along 54th Ave S in 2018 and they are already thriving. SKYWAY PLAZA REVITALIZATION UPDATE
As the result of an ongoing collaborative partnership among the GPPCA, Bahama Shores, Lakewood Terrace, and Bayou Highlands neighborhood associations, a special meeting with the Florida Housing Coalition (FHC) was held at Lake Vista Center on February 12, 2019. The purpose of the meeting was to give residents of the communities the opportunity to weigh in on their vision/desires for the revitalization of the Skyway Plaza Shopping Center located at Dr MLK Jr St S and 62nd Ave S in Greater Pinellas Point.

The FHC has been selected by Fannie Mae to compete in a national project called the Sustainable Communities Innovation Challenge (The Challenge). The $10 million award focuses on 'adaptive resuse' of vacant commercial spaces like the Skyway Plaza. The team will explore the feasibility of adapting vacant commercial spaces into attractive and functional mixed-use apartments and co-working offices for low-income entrepreneurs. Nothing is set in stone as to what will be the end results of the initiative; however, with community input and buy-in from the property owner, Brixmor, the FHC intends to use its broad expertise to bring new life and innovation to the Plaza. Should (or WHEN!) the FHC be successful, it will lead the way for other such state and national organizations to follow.

Lead by FHC Technical Advisor Mr. Ashon Nesbitt, a Saint Petersburg native, and co-Advisor Mr. Ben Torro-Spears, the FHC team put the 60+ attendees through an exercise facilitated by FHC Architect Mr. Stephen Bender where they were divided into work groups to focus on a) Retail and Business Ideas; b) Outdoor Ideas, and c) Residential Ideas. Using poster displays containing inspiring visions of what the Plaza could become, the groups compiled ideas that they had previously affixed to the displays with sticky notes. They then selected a group spokesperson and took turns going before the entire audience to present their visions. Many of the groups were united in using outdoor space for community gardens, gathering space, and play areas for smaller kids. Inside, the groups agreed on the concept of live|work (apartment) spaces, and retail opportunites for small businesses that offer locally created foods, administrative services and technology incubators.

The FHC initiative is focused specifically on the 60K sq ft space once occupied by the Sweet Bay grocery store. This space is a blank canvas that will easily lend itself to helping the FHC bring its vision to fruition. For more information on the FHC and this project, please visit www.flhousing.org. Maximo Park Expansion and Princess Mound Banyan Trees

MAXIMO PARK EXPANSION

At our January 22 General Membership Meeting, Leisure Services Administrator Mr. Mike Jefferis and Natural & Cultural Areas Manager Ms. Barbara Stalbird gave a detailed presentation on the proposed expansion of Maximo Park. The expansion is made possible by a 25-year lease of land to the northwest of the existing park, near I-275S. The land is the property of the Florida Department of Transportation (FDOT) and was used as a materials staging area. The land will be cultivated to expand parking for recreational vehicles, using permeable materials to facilitate drainage and allow for easier repurposing of the space in the future. Improvements will also include the installation of solar lighting, planting native vegetation and removal of invasive species, fencing, enhancing the disc golf course, and protection of the historic Indian Mounds within the park.

BANYAN TREE REMOVAL AT PRINCESS MOUND

Also at our January 22 General Membership Meeting, Mr. Jefferis and Ms. Stalbird presented the city's plan and rationale for removing the banyan trees at the Princess Indian Mound at Bethel and Pinellas Point Drive located within the historic 'Pink Streets' community. With several opposing residents of the Pink Streets in attendance, in addition to opposing residents from the greater community, the City team presented compelling evidence that the banyan trees, which are NOT a protected variety, are causing irreparable damage to the Mound due to their 'walking root systems' that are causing gradual but consistent soil erosion, thereby threating the sustainability of the Mound.

The tree canopies have proven problematic in resolving the erosion because they also block sunlight, thereby inhibiting the growth of ground cover that has already been tried without success. The solution, a matter of City authority and does NOT require citizen/association approval, is to remove the trees completely, plant native vegetation and trees that are more compatible for the sustenance of the highly regarded and historic Princess Mound for generations to come.

Signage will be posted in the community to alert residents when the work commences in the next few months. In addition to the tree removal, the City is also working to create a 'virtual experience' for visitors to the Mounds throughout Saint Petersburg. Using virtual reality technology, visitors will be able to transport themselves back to various stages in time during the evolution of the Mounds... the GPPCA plans to schedule a guest speaker to attend a forthcoming general meeting to give further insight into this exciting project that will be a value add to our great neighborhood!

A simple question at the pharmacy could unlock savings for millions of Medicare beneficiaries.

Under a little-known Medicare rule, they can pay a lower cash price for prescriptions instead of using their insurance and doling out the amount the policy requires. But only if they ask.

That is because pharmacists say their contracts with drug plans often contain "gag orders" forbidding them from volunteering this information.

As part of President Trump's blueprint to bring down prescription drug costs, Medicare officials warned in a May 17 letter that gag orders are "unacceptable and contrary" to the government's effort to promote price transparency.

But the agency stopped short of requiring insurers to lift such restrictions on pharmacists.

That doesn't mean people with Medicare drug coverage are destined to overpay for prescriptions. They can get the lower price, when it's available, simply by asking, says Julie Carter, federal policy associate at the Medicare Rights Center, a patient advocacy group.

"If they bring it up, then we can inform them of those prices," says Nick Newman, a pharmacist and the manager at Essentra Pharmacy in rural Marengo, Ohio. "It's a moral dilemma for the pharmacist, knowing what would be best for the patient but not being able to help them and hoping they will ask you about the comparison."

For consumers inclined to price-shop, details may be hard to find: Medicare's website and annual handbook don't mention it.

Researchers analyzing 9.5 million Part D prescription claims reported in a research letter to Journal of the American Medical Association in March that a patient's copayment was higher than the cash price for nearly one in four drugs purchased in

2013. For 12 of the 20 most commonly prescribed drugs, patients overpaid by more than 33 percent.

Although the study found that the average overpayment for a single prescription was relatively small, Newman says he has seen consumers pay as much as $30 more than the cash price.

And many beneficiaries may not know that if they pay a lower cash price for a covered drug at a pharmacy that participates in their insurance plan and then submit the proper documentation, insurers must count it toward their out-of-pocket expenses. The total of those expenses can trigger the drug coverage gap, commonly called the doughnut hole. (This year, the gap begins after the plan and beneficiary spend $3,750 and ends once the beneficiary has spent a total of $5,000.)

Daniel Nam, executive director of federal programs at America's Health Insurance Plans, a trade group, agrees that "patients should have access to the lowest price possible at the pharmacy." But, he says, Medicare's warning takes aim at an increasingly rare occurrence. Gag order clauses are "not something they are incorporating into their contracts," he says.

UnitedHealthcare, whose popular prescription drug plans dominate the market, does not include such clauses in any of its Medicare, Medicaid or commercial insurance contracts, says Matt Burns, a company spokesman.

Pharmacy benefit managers also say gag orders are not typical. "If it is happening, it is very much an outlier," says Mark Merritt, president and CEO of the Pharmaceutical Care Management Association.

Some pharmacists disagree. Kala Shankle, policy and regulatory affairs director for the

National Community Pharmacists Association, which represents 22,000 independent

pharmacies, says insurers have punished pharmacists who violate gag orders by

dropping them from the plan's network.

In Ohio, one of several states that have banned gag orders in insurance contracts, including some Medicare drug plans, officials responded to complaints about the problem.

"The Department has received inquiries related to entities withholding cost-saving information from consumers, which sometimes results in an insured paying more for pharmacy benefits than the actual cost of such pharmacy benefits," the Ohio Department of Insurance wrote last month.

Illinois and Ohio state legislators are considering bills making these restrictions illegal, and similar legislation has been introduced in the U.S. Senate.

"If we didn't have these gag clauses, there would not be a need for the legislation and policy changes movement that's going on in the country," says Garth Reynolds, executive director of the Illinois Pharmacists Association.

New Neighborhood Identity Signs Matching Grant Approved!

Matching Grant to Replace Identity Signs APPROVED!

Hello, members, friends and neighbors!

In the March 27, 2018 General Meeting, members were briefed that on March 13, 2018, GPPCA President Barbara Ellis signed our approved matching grant application! Grant author and GPPCA Director Danny White accompanied Ms. Ellis to the 'signing ceremony' at City Hall, Community Services Office. The signing culminates research and discovery work that began in April 2016.

With this grant comes the duty to match the $14,400.00 that will be used to pay for the design, removal of the old and installation of the new signs, and the permitting associated with the five signs (Dr. MLK St at 54th Ave S; 4th St at Hillside Dr S; and Pinellas Point Drive at Roy Hanna).

This is where YOU come in! Along with your Board of Directors, and committed members, we can repay the grant through civic volunteer activities that take place from today through March 13, 2019. Qualified volunteer work is paid at $24.00 per hour... a very fair wage!

GPPCA Receives Forfeiture Grant Funds

For the second year in a row, the Greater Pinellas Point Civic Association has merited grant funding from the SPPD's Forfeiture Grant Program.

In a ceremony held Jan 12 at the Sunshine Center, GPPCA Director and grant author Danny White accepted a check for $1,000.00 from SPPD Chief Anthony Holloway which will be used to fund the Association's annual Youth Summit. GPPCA President Barbara Ellis and Director/Co-Project Lead Sandra Robinson also attended the cermony.

The GPPCA Youth Summit is focused on engaging neighborhood youth to encourage them to avoid negative behaviors and actions. The Summit is a full day of activities and interactive lectures by professional leaders and is held in July just prior to the start of the school year. Higher Utility Bills Effective January 1, 2018

New Water, Sewer Rates for the New Year

St. Petersburg, Fla. (December 29, 2017) -- Starting January 1, 2018, a new rate structure will be in effect for St. Petersburg Utility customers. Due to expected increases in water and sewer rates, bills will adjust to the new rate plan starting with the new year. Rate increases for stormwater will appear on January bills, while increases for water, wastewater, and reclaimed water will be reflected on February bills.

The adjustments were necessary for maintenance and improvements to an aging infrastructure, as well as to offset higher market-driven operating expenses.

A typical customer using 4,000 gallons of water per month will see an increase of $11.02; if reclaimed water is used, the increase will be $16.45. A complete listing of charges are available at stpete.org/utilityrates.

“Our residents have been able to take advantage of 100 years of infrastructure development,” said Water Resources Interim Director John Palenchar – whose department has been in the midst of most of the work. “It’s now time to re-invest in that infrastructure and pay it forward for future generations.”

“Over the past year, some $70 million dollars in repairs and resiliency-building work has taken place in our city’s sewage system,” added Public Works Administrator Claude Tankersley. He went on to say that, “our rate-payers have been very understanding that the costs associated with those improvements are our responsibility.”

Tankersley was quick to point out that the work is not done… with more than $250 million already earmarked for future water and sewer projects over the next three years.

“Additionally,” he said, “we are looking to create a master-plan where we look at our use of all water. We are all invested in this."

Doc Ford's at the St. Pete Pier

After careful consideration, including meeting with interested parties and consultation with staff, Mayor Rick Kriseman has selected Doc Ford's Rum Bar & Grille to occupy the restaurant planned for the St. Pete Pier's Pelican Lot.

With three locations just south of Tampa Bay, Doc Ford's has already established a reputation as a highly successful destination restaurant. The restaurant's name and Florida theme, based on the novels by New York Times best-selling author Randy Wayne White, will appeal to both residents and visitors. Market studies show that regional appeal is integral to the Pier's success.

The group behind Doc Ford's, HM Restaurant Group, LLC, has an extensive history of community involvement and charitable giving in southwest Florida, and they have committed to continuing that in St. Petersburg. Mayor Kriseman stated, "I am also excited about the opportunity to link "Doc Ford", a marine biologist, to the Pier's education center and wet classroom. I am confident that a Doc Ford's at the St. Pete Pier will further elevate and diversify St. Pete's restaurant scene and provide our downtown with family-friendly dining."

Tenant outreach and selections for the Pier head and remainder of the Pier District will continue throughout 2018.

Tree Planting In Pinellas Point: The Re-Tree St.Pete Project

Over the next two years, the City of St. Petersburg will plant a variety of trees along major corridors around the city.

GPPCA Support for Local Schools

NEIGHBORHOOD ASSOCIATION IS HEADING BACK TO SCHOOL
Just in time for the sales tax holiday weekend, the Greater Pinellas Point Civic Association (GPPCA) is heading to Maximo and Lakewood elementary schools to show their support. The GPPCA – along with matching funds from anonymous donors and business partners like Sharon Ally, Branch Manager of BB&T Bank and Dan Fiorini, owner of Tyrone Frame and Mirror – raised $1100 for the two principals to disburse to teachers as they see fit. The effort was spearheaded by Tom Lally who is a community activist and Secretary of the GPPCA. “Whenever possible associations, local businesses, and residents should consider supporting local schools with their talent, time, or treasure” Lally said, adding “this should be just the beginning of what we do for our schools”. The schools were chosen for support by Ryan Cobin, a health care executive and member of the GPPCA Board of Directors. “I am still shocked that our entire neighborhood is zoned for two of the five schools featured in the Tampa Bay Times article ‘Failure Factories'” Cobin said. “I hope our members see this [support] and say ‘that is not enough’ and ask the principals what else do the students need, or sign up to be tutors or volunteers at the schools”. Florida teachers are given about $270 to spend on school supplies for the entire year. They frequently go over that amount and the difference comes out of their own pockets. The GPPCA is committed to improving the quality of life in our neighborhood, and it begins with our youngest residents.
